Mr. Tribhuvan Darbari had recently visited Russia in January, February/ March 2020, before the lockdown. According to Mr. Tribhuvan Darbari, “The strategic partnership between India and Russia is significant. India-Russia ties have acquired a qualitatively new character with enhanced levels of cooperation in almost all areas of the bilateral relationship within the last few years.”
